General Outline of the 1996 Disaster Prevention Drill

I Purpose of the Disaster Prevention Drill
The government stages the practical Disaster Prevention Drill, on the basis of lessons learned through the disaster of the Great Hanshin-Awaji Earthquake.
The purpose of the Disaster Prevention Drill is to ensure the smooth application of the Disaster Countermeasures Basic Act, the Large-scale Earthquake Countermeasures Act, the Basic Plan for Earthquake Disaster Prevention and other acts or plans, and disseminate knowledge on disaster prevention. The Cabinet, ministries concerned, local public bodies and other organizations jointly stage the drill as preparation against an imminent earthquakes occurring directly below the Southern Kanto region and the Tokai Earthquake. At the same time, anti-disaster organizations stage local drills in preparation against large-scale earthquakes, the possibility of which is indicated all over the country.
II Central Disaster Prevention Drill
1 Date, time and assumptions of the drill
The drill is staged on September 1st, 'Disaster Prevention Day, on the following assumptions:
(1) Earthquakes Occurring Directly Below the Southern Kanto Region
- Occurrence of an earthquake measuring 6 degrees or more on the seismic scale, directly underneath the major cities.
- The time the earthquake: around 12:00
(2) Tokai Earthquake
- Time when the Committee for Earthquake Judgment is convened: around 7:00
- Occurrence of an earthquake measuring Magnitude 8.0 or over on
